Dubai has undergone unprecedented growth over the last 2 decades that transformed this once small pearl-diving town into one of the world’s leading cities. The emirate’s growth has been anchored by an unwavering vision of establishing a center to serve an ever growing region, and a bridge that connects east and west. Dubai’s ambitions were perhaps best summarized by The Dubai Strategic Plan 2015 (DSP 2015), which was launched in 2007 by HH Sheikh Mohammad bin Rashid Al Maktoum, UAE Vice-President and Prime Minister and Ruler of Dubai. Through DSP 2015, Dubai established its first documented long-term strategy, making it one of the first to do so in the region.

DSP 2015 outlined the emirate’s strategic priorities in 5 main areas:

  • Economic Development
  • Social Development
  • Security, Justice, & Safety
  • Infrastructure, Land, & Environment
  • Government Excellence

DSP 2015 set ambitious targets for Dubai’s growth for the long-term, highlighting key sectors of focus, and priorities areas that would shape the emirate as it continued its march forward. DSP 2015 was the driver for change in many sectors, and was the basis for the development of the Government of Dubai’s sector strategies as well as several other reform initiatives. But above all, DSP 2015 offered guidance to government entities and other players crucial to the Dubai story, that helped ensure coordination among the various stakeholders in pursuit of the vision of the leadership. Dubai has had considerable achievements over the last several years putting the emirate on the fast track of development.
